Wednesday, November 4, 2015

Plenary Session – Welcome and Ohio Development Services Agency Updates
9:00 – 9:30 a.m.
Officials from Erie County will formally welcome conference attendees to the City of Huron and the Lake Erie region. Ohio Development Services Agency leadership will provide an overview of the Agency, Community Services Division, and Office of Community Development.

Target Audience: Conference Attendees

 

Program Implementation Updates

9:45 – 10:45 a.m.

This session will assist program administrators in implementing their CHIP Program. The Ohio Development Services Agency staff will cover topics such as the Office of Community Development’s policies, after-rehabilitation value determination requirements, HOME Homeownership Value Limits, HOME written agreements among other topics.

Target audience: CHIP Program Grant Administrators

 

DETERMINING INCOME AND ALLOWANCES

9:45 a.m. – 4:30 p.m.

A fundamental component of using housing grant funds effectively is ensuring they are targeted to eligible households. In this session, participants will learn how to effectively use the two definitions for annual income in Section 92.203 of the 2013 HOME Program Final Rule to determine eligibility for their HOME-assisted projects. Presenters will provide participants with guidance to ensure program administrators are accurately targeting eligible households. 

This training is only being offered at the conference.

Target audience: New and experienced program administrators in need of training on the new HOME Program Final Rule methodology.

 

RESIDENTIAL PLUMBING SYSTEM INSPECTIONS

9:45 a.m. – 4:30 p.m.

This session will cover all requirements in Chapter 5 of Ohio’s Residential Rehabilitation Standards. The course will provide a general working knowledge of the residential plumbing system inspection criteria and specification writing for correcting or replacing plumbing systems. The session will cover all components of the plumbing system including water supply lines, drain waste and vent pipes, water heaters, fixtures, and sewage systems.

Target Audience: CHIP Program Rehabilitation Specialists

 

WHAT TO EXPECT DURING AN AUDIT

11:00 a.m. – 12:15 p.m.

Representatives from Ohio Development Services Agency’s Audit Office will provide information on basic audit requirements for state and federal grants funds. This interactive, informal session will enable participants to ask questions and discuss the audit process, as well as what to expect after the audit. Part of the training will review the federal Office of Management and Budget Super Circular 2 CFR Part 200.

Target Audience: CHIP Program Fiscal and Grant Administrators

 

FAIR HOUSING: CONCEPTS, COMPLIANCE, AND PRACTICE

1:45 – 4:30 p.m.

This session will provide an overview of fair housing history, concepts, legislation, and compliance. Participants will learn about the “protected classes” covered by the federal Fair Housing Act and Ohio fair housing law, and explore ways to identify different forms of housing discrimination. Presenters will outline the requirements of Ohio’s Standard Fair Housing Program, and provide additional insight into the role of the Local Fair Housing Contact. The session will have an interactive component to help Local Fair Housing Contacts recognize illegal discrimination.

CONFLICT OF INTEREST AND ETHICS CONSIDERATIONS

9:00 – 11:45 a.m.

An increasing number of grantees have requested legal determinations regarding conflicts of interest and ethics considerations from OCD. To help participants understand this issue, an official from the Ohio Ethics Commission will explain conflict of interest and ethics considerations in state law. Topics will include how to identify a conflict of interest, steps to address the conflict of interest and available resources. OCD staff will also provide a step-by-step process for grantees to follow when faced with a potential conflict of interest.

Target audience: All CHIP Program Grant Administrators

 

ENVIRONMENTAL REVIEW OVERVIEW

9:00 – 11:45 a.m.

This session will provide grant administrators with an understanding of the environmental review requirements associated with eligible Community Housing Impact and Preservation (CHIP) Program activities. Topics will include environmental compliance areas, levels of review, and the tiered environmental review process. Participants will also learn how to use the Office of Community Development’s required environmental review forms which provide the framework for environmental review compliance.

Target Audience: CHIP Program Grant Administrators

 

RESIDENTIAL ELECTRIC SYSTEM INSPECTIONS

9:00 a.m. – 4:30 p.m.

This session will provide a general working knowledge of residential electrical system specification writing and inspection requirements. The course will cover all requirements in Chapter 4 of Ohio’s Residential Rehabilitation Standards, including load calculations for after-rehabilitation capacity, grounding and system protection requirements, the National Electric Code requirements, branch circuits, and load distribution.

Target Audience: CHIP Program Rehabilitation Specialists

 

PROGRAM ADJUSTMENTS TO HUD COMMITMENT REQUIREMENTS

1:30 – 4:30 p.m.

Participants will learn about the U.S. Dept. of Housing and Urban Development’s (HUD) new 24-month commitment requirement that impacts CHIP Program grant funding starting in Program Year 2015. Presenters will instruct program administrators how to integrate the new requirement into program administration. Topics to be covered include:

  • Possible solutions to commit and spend funds within the 24-month grant period;
  • Changes made to the PY 2015 CHIP Program grants;
  • Effects of non-compliance on current CHIP Program funding and future CHIP Program application review and scoring.

This session is required for all program administrators with an active CHIP Program grant.

Friday, November 6, 2015

CHIP PROGRAM APPLICATION OVERVIEW

9:00 – 10:00 a.m.

During this session, Ohio Development Services Agency staff will update participants about the new CHIP Program application. The session will also provide an update on OCEAN and review the next steps, including report submissions and draw requests.

Target audience: All CHIP Program Grant Administrators

 

REHABILITATION SPECIALISTS’ ROUNDTABLE

9:00 a.m. – 12:00 p.m.

The Rehabilitation Specialists’ Roundtable is designed for CHIP Program rehabilitation specialists to share field experiences. Topics of discussion will include Ohio’s Residential Rehabilitation Standards update, after-rehabilitation value determination, effects of HUD’s 24-month commitment requirement on rehabilitation activities, and the importance of detailed specification writing.

Target Audience: CHIP Program Rehabilitation Specialists

 

OCEAN SYNERGY

10:15 a.m. – 12:00 p.m.

During this session, Ohio Development Services Agency staff will update participants on the status of the second-round online application. The staff will collect feedback from participants, including evaluating improvements made between the first round and second rounds, challenges faced, and overall functionality. During the session, staff and participants will generate suggestions to refine the system for future years.

Target audience: CHIP Program Grant Administrators (preferably with experience in the OCEAN system)

 

RESOURCE COLLABORATION

10:15 a.m. – 12:00 p.m.

Collaboration is a key component to assist community residents in meeting their housing needs, and enhances a community by increasing the quantity, use, and quality of resources and services. During this session, representatives from several agencies will present local program resources available to communities for housing-related projects.

Target audience: CHIP Program Grant Administrators

The 2015 Housing Conference is being held at the Sawmill Creek Resort and Conference Center in Huron, Ohio. A reduced room rate of $90 per night (not including taxes and fees) is available to conference participants.
