Applications for the classified, management position of PROGRAM MANAGER I in the Lorain Building, Housing & Planning Department are available in the office of the Lorain Civil Service Commission, 7th floor of Lorain City Hall, 200 West Erie Avenue Lorain, Ohio 44052 beginning Monday, February 11, 2019 through December 31, 2019 or until the position is filled.  Applications will be received in person or they are also available online at: under departments, click on Civil Service and then Job Application.  Email directly to:

POSITION SUMMARYTo assist the Director of Building, Housing & Planning in managing and directing the Department. 


Develops and monitors contracts & budgets; Performs periodic site visits and financial reviews; ensures contract compliance; provides grant oversight and guidance to third party on HUD & other regulations; Performs IDIS input for HUD reports; analyzes & processes program performance data and prepares special reports as required; supervises data collection from assigned organizations and participates in the preparation of reports for HUD, which includes but is not limited to: the Consolidated Annual Performance and Evaluation Report (CAPER); Consolidated Plan; Annual & Five-Year plans; Federal compliance, including but not limited to Environmental Reviews, Labor Standards, Section 106 etc. 


Must be proficient in Microsoft Office Suites (Word, Excel, Outlook, Power Point, Microsoft Access is Preferred).  Must possess a valid State of Ohio Driver’s license; must possess high school diploma or GED; minimum of Bachelor’s Degree in Urban Planning, Urban Studies, Public or Business Administration or a related field from an accredited four year college or university is required.  Three years of full time paid experience in community planning, community development grants management, or related field is required. (Substitution: Three years of relevant experience may substitute for two years of college; A Master’s Degree in Urban Planning, Urban Studies, Public or Business Administration, or related field may substitute for three years of experience.)  Must be familiar with HUD’s Integrated Disbursement and Information System;  Must be familiar with the Code of Federal Regulations pertaining to CDBG, HOME and other programs as required; The following are preferred:  Experience in public speaking and facilitating meetings; must possess excellent written and verbal communication skills.
