HOMELESS STRATEGIC PLAN DEVELOPMENT
“CREATION OF A BLUEPRINT TO ADDRESS HOMELESS NEEDS IN
CLARK COUNTY And THE CITY OF SPRINGFIELD”
I. Introduction
The United Way of Clark, Champaign, and Madison Counties (UWCCMC), working as a grant subrecipient partner for the Commissioners of Clark County, Ohio seeks to contract with a qualified entity to provide professional consulting services to assist Clark County in developing a comprehensive strategic plan to address the issue of homelessness and the needs of homeless persons in Clark County and the City of Springfield. The comprehensive strategic plan must work to address, reduce and eliminate homelessness while addressing the unique challenges of Clark County and the City of Springfield. The plan should also address how unexpected challenges can rapidly change the needs of the homeless community and the need for stable housing as well as the financial and economic impacts of these challenges.
The Comprehensive Strategic Plan document will serve as blueprint and roadmap for Clark County and the City of Springfield to utilize in setting direction; forging partnerships; and identifying/allocating resources to address homelessness. Building consensus and buy-in among the community, homeless service providers, various government departments, donors and other key stakeholders will be critical to the success of this plan.
Funding for the development of this comprehensive strategic plan is provided through a 2024 CDBG grant awarded to the Clark County Commissioners from the Ohio Department of Development, with the United Way of Clark, Champaign, and Madison Counties working through a grant sub-recipient contract to manage and support the development of the plan.
Please note, respondents will be responsible for absorbing all costs incurred in the preparation and presentation of their proposal.
