Position Title:  Project Coordinator  
Location:  Clark County Community and Economic Development
3130 E. Main Street, Springfield, Ohio
Supervisor:  Community and Economic Development Director
Hourly Pay Rate:  $50,252.80 - $63,876.80 (commensurate with experience)
Classification:  Permanent - Full-Time - Classified - Non-Exempt

Summary of Duties:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Work closely with the Clark County Community and Economic Development Director and management team on various Community & Economic Development projects including but not limited to Clark County Land Reutilization Corporation (CCLRC), Planning & Zoning, Economic Development, Grants and other department tasks. Coordinate day-to-day CCLRC programs and projects. Includes but not limited to processing applications to acquire available properties, coordinate rehabilitation projects, coordinate demolition/remediation projects, and design programs to create more equitable housing
opportunities in Clark County.

Must become an expert in Ohio Land Bank policy, land transfer process, and Real Estate market.

Gain advanced competencies in Ohio Department of Development online grant platforms utilized for grant applications, management and compliance.

Conducts planning analysis and evaluation; qualifies areas through census information or surveys for grant projects; presents information.

Seeks out new sources of funding including government and private grants; reviews Notices of Funding Opportunities (NOFAs); summarizes and presents for approval; mobilizes stakeholders for support; compiles information/data in required formats; submits development related grant applications on behalf of the County.

Plans, coordinates, and conduct public hearings, meetings, presentations. Attend, conduct, and assist in Planning and Zoning meetings and cases.

Coordinate the business retention/expansion program including contact with business owners and managers, follow-up phone calls, client visits, correspondence, information requests, research and proposals.

Coordinate County Enterprise Zone functions and other economic development grants

Gain advanced knowledge of HUD and CDBG programs, policies and procedures for low-to-moderate income groups.

Coordinate fair housing program and initiatives.

Coordinate with Ohio Department of Development regarding CDBG, CHIP and other development grants. Coordinate the projects granted funding through ODOD including but not limited to public meeting, public bidding, project coordinating, environmental reviews, and monitoring.

Communicates with employees, city departments, inspectors, utility representatives, local community groups, political leaders, non-profits, and organizations at the local, state and federal level as directed to coordinate work activities, review status of work, exchange information, resolve problems, and ensure that plans complement other organizational plans for the benefit of the community and its residents.

Minimum .Q.ualifications:

• Bachelor's degree in Urban Affairs, Political Science, Business, Real Estate, or other related field or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Desired experience; 2 years of Real Estate, program or grant management.
• Must demonstrate a working knowledge of local government functions or Real Estate.
• Must possess and maintain an Ohio driver's license.
• Regular and reliable attendance is required.
• May be required to obtain a Notary Public.
