A Two-Day Training - 1:00 PM - 5:00 PM Each Day

Description
This comprehensive training is designed specifically for Community Housing Impact and Preservation Program grantees of the State of Ohio who are responsible for administering HOME and CDBG funds in accordance with federal and state guidelines for two activities: Home Repair and Homeowner Rehabilitation. Participants will gain a thorough understanding of grant responsibilities, equipping participants with the knowledge and skills needed to manage projects successfully while navigating federal regulations. Key topics will include basics of program administration, guidance on the role of homeowner rehabilitation and home repair staff at the grantee level, coverage of cross-cutting requirements and best practices for project management within the context of federal funding programs. By the end of the training, grantees will be better prepared to implement housing rehabilitation programs with confidence, integrity, and full regulatory compliance.

a. General requirements of the program: elimination of substandard conditions, ensure quality work, operate in a cost-effective manner, and
protect interests of all parties
b. Household application and income eligibility, including meeting a national objective and applicant selection (e.g., lottery, first come/first served) and income definitions: Part 5, including HOTMA changes, and IRS 1040

b. Establishing after rehab value for Homeowner Rehabilitation

a. Inspections, work write ups and property standards, including RRS (briefly) and any ODOD training
b. Lead-based paint requirements and de minimis exemption examples
c. Conflict of interest
d. Pre-bid estimate
e. Procurement, including sealed bid process and homeowner selection
f. Debarment check
g. Contractor qualifications and management
h. Conflict Resolution between homeowner and contractor
i. Draw requests and reporting to ODOD
j. Closeout with homeowner, including any Grantee required monitoring (as applicable) of the property
