Job Duties:
Monitors community agencies & training providers (e.g., local public & private non-profit) for compliance with federal & state requirements in implementing the Home Weatherization Assistance Program (i.e., HWAP) in the Office of Energy & Environment (i.e., OEE), & other related programs as assigned (e.g., Electric Partnership Program [i.e., EPP] & Enhancement): Serves as primary office contact for assigned agencies; travels to communities to review files & grant activities; assesses compliance with applicable state & federal laws (e.g., Ohio Revised Code, Code of Federal Regulations, Ohio Development Services Agency [i.e., ODSA]/OEE policies & procedures, applicable fiscal circulars, EPP, Enhancement & HWAP Policies & Procedures Manual & Ohio Standard Work Specifications for Home Energy Upgrades [i.e., SWS]); writes reports regarding agency performance & compliance/non-compliance; details corrective action steps for implementation by grantee; reviews agency responses to OEE monitoring reports; provides guidance to agencies to ensure corrective compliance steps are adhered to; completes follow-up on outstanding monitoring issues to resolve issues; provides training & technical assistance on HWAP, Enhancement & EPP administrative topics to agencies, local government officials, grant administrators, other state agencies & other interested parties; prepares training for OEE sponsored or affiliate events; responds to customer inquiries in a reasonable timeframe, through the Business Response Line or direct contact; processes, evaluates & approves grant proposals, budget revisions, grant amendments, reimbursement requests, materials accountability, & other HWAP & EPP related administrative requests; drafts guidance on program issues (e.g., Information Updates, Program Notices, Operations Memos) & evaluates agency performance & assigns ratings for approval by OEE.

Develops, conducts & attends energy training seminars & meetings: maintains records, data documentation & reports; collaborates regarding energy operations with various stakeholders such as the Public Utilities Commission of Ohio, utilitysponsored weatherization programs, federal officials, local governments, building contractors, non-profits & other officials in energy community.

Minimum Classification Qualifications (a test may be given as part of the selection process):
Completion of an undergraduate core program in business administration, public administration, city and regional planning, sociology, social services or political science; 12 months experience in planning, developing &/or implementing community &/or economic development programs. Must be able to provide own transportation.

Unusual Work Conditions
Requires travel – must be able to provide own transportation or, in order to operate State vehicle, must possess valid driver’s
license.
