Plenary Session - National Legislative and Regulatory Update – Impact of Federal Program
Dianne Taylor, Executive Director, COSCDA
COSCDA staff will provide updates on the federal budget, legislative developments and relevant U.S. Department of Housing and Urban Development initiatives. Wondering what 2018 will bring? Join the staff for a lively discussion of the community development policy landscape and what to expect in the year to come.
OCEAN Grant Operations – Mandatory
Office of Community Development staff will review Draw Request, Housing Site Address Setup, and Status and Final Performance Report submission in OCEAN using the published Quick Reference Guides as a framework for the discussion.

Fair Housing Fundamentals
Local government grantees conduct training as part of the required Standard Fair Housing Program. Presenters from the Coalition on Homelessness and Housing in Ohio (COHHIO) and the Ohio Civil Rights Commission (OCRC) will introduce minimum requirements for fair housing training, and provide instruction on designing and delivering training to various audiences. In addition, attendees will learn about the resources offered by the OCRC that facilitate filing a discrimination charge.

Amendments and Draw Adjustments - Mandatory
Office of Community Development staff will review OCEAN Grant Amendment and Draw Adjustment (Journal Entry) submissions using the published Quick Reference Guides as a framework for the discussion. Attendees will learn when one or both are required.

Eligibility Qualifications
Program administrators are not only required to ensure household eligibility relative to income as established by federal guidelines, but they must also ensure any HOME-assisted unit’s after-rehabilitation value does not exceed 95 percent of the area median purchase price for single-family housing. Office of Community Development staff will provide an overview of the basic eligibility requirements of the Community Housing Impact and Preservation (CHIP) Program as well as analyze case studies that include some ambiguity.

Resource Collaboration
Collaboration is a key component to the Community Housing Impact and Preservation (CHIP) Program’s primary goal. Strategies that facilitate effective collaboration between housing and social service agencies are paramount to determining the best use CHIP Program funds. CHIP Program applicants are required to submit a Housing Needs Assessment summary that outlines these strategies. During this session, representatives from several agencies will present local program resources available to communities for housing-related and community development projects.

Venting System Inspections
An intensive one-day course will teach participants how a combustion appliance venting system functions and what factors affect proper venting system operation and design. Participants will be able to identify a venting system’s components, understand how to assess venting for safe operation, and learn how to size the venting system per the NFPA 54 venting tables.

Ethics and Conflicts of Interest
An increasing number of grantees have requested legal determinations regarding conflicts of interest and ethics considerations from the Office of Community Development. To help participants understand this issue, an official from the Ohio Ethics Commission will explain conflict of interest and ethics considerations in state law. Topics will include how to identify a conflict of interest, steps to address the conflict of interest and available resources. Office of Community Development staff will also provide a step-by-step process for grantees to follow when faced with a potential conflict of interest.

Environmental Review
Grant administrators will learn about the environmental review requirements associated with eligible Community Housing Impact and Preservation (CHIP) Program activities. Topics will include environmental compliance areas, levels of review, and the tiered environmental review process. Participants will also learn how to use Office of Community Development’s environmental review forms. These forms provide the framework for environmental review compliance, and are the required format for all Office of Community Development programs.

What to Expect During an Audit
Ohio Development Services Agency Audit staff will outline what grantees can expect during an audit conducted by their team. They will provide examples and case studies pulled from actual audits and information on how findings were resolved.

Application Review and Monitoring Trends
Office of Community Development staff will provide a comprehensive review of trends observed during the application review and monitoring processes. Staff will offer feedback to participants to help apply for Community Housing Impact and Preservation (CHIP) Program funds in future rounds and operate more efficient and effective CHIP Programs.

ODSA Resources
Staff from the Business Services and Community Services Divisions will present information on program resources available for community and economic development projects. Panelists will discuss several programs available to assist in improving communities.

Program Best Practices
Office of Community Development staff will provide guidance on key topics relevant to program capacity, limits of assistance, local policies/procedures, conflict resolution, file maintenance, etc. The session will involve audience participation.

Heating Unit Inspections
This course is an abbreviated overview of the Ohio Weatherization Training Center’s Heating Unit Inspections class. The topics include how to recognize heating appliance types and operation and how to identify and locate parts on a heating system and associate those parts with their function and purpose. The participants will learn the importance of referencing appropriate codes and how to calculate combustion air issues.

Understanding Combustion Analysis
This session will review interpretation of combustion analyzer test results, specifically:
Corporation for Ohio Appalachian Development (COAD) staff will define acceptable ranges of the above parameters and review proper test procedures and sample locations. The COAD mobile heating lab will be onsite to allow participants to test most furnace types. The staff will also cover combustion test instrument maintenance/care and present an introduction to carbon monoxide sensor calibration. Trainers will also be available to evaluate combustion analyzers performance and complete minor maintenance during the session. Participants are invited to bring their own analyzers for evaluation and maintenance.

Rehabilitation Specialists’ Round Table
The Rehabilitation Specialists’ Roundtable is designed for Community Housing Impact and Preservation (CHIP) Program rehabilitation specialists to share field experiences. Discussion topics will include home repair versus mini rehabilitation, requests to exceed, prioritizing rehabilitation measures using the property inspection checklist, conflict resolution, and service coordination with non-CHIP Program entities.

Homelessness in Ohio
In addition to access to affordable housing, addressing homelessness includes many issues that require a wide range of interventions. The Office of Community Development’s Supportive Housing Section will discuss the effects of homelessness and how the state assists local communities in meeting the needs of homeless Ohioans through a variety of programs.
Supportive Housing staff will also provide an updated on the partnership between the Ohio Development Services Agency and the Ohio Department of Mental Health and Addiction Services to draft the Statewide Plan to End Homelessness. The plan will ensure sustained partnerships across public health and housing systems to facilitate ending homelessness.
Community Courage – Battling the Disease of Addiction
The Governor’s Cabinet Opiate Action Team’s (GCOAT) goal is to help reduce and eliminate all drug misuse and abuse and to prevent addiction and deaths from opioid drugs in Ohio. GCOAT’s Deputy Director will discuss the multiple lenses the team uses to gauge this crisis and the effects it has on Ohio’s homeless population.

Crisis Calls for Innovation
Sometimes outside-the-box thinking is required. That’s exactly what these innovative housing gurus did to help resolve crises in their area. Key fabricators will present development funding configurations, service models, and NIMBYism dynamics on two unique projects built to house recovering addicts and disabled clientele within one city.

Cargominiums - Housing Re-imagined
Cargominiums is the private solution to the public problem of a lack of affordable housing units in the United States. Cargominiums are sustainable, scalable and green. Made from 100 percent “up-cycled” former shipping containers, Cargominiums recycles and reuses a material that otherwise continues to stack up at ports in and around the United States. The material is energy efficient, and is 70 percent of the cost of traditional bricks and sticks building technology. Key innovators behind the Cargominium project in Columbus will present the details of the nation’s largest shipping container residential development.

Ohio Housing Finance Agency Resources
Staff from the Ohio Housing Finance Agency (OHFA) will present information on program resources available for affordable housing and foreclosure prevention. The presentation will also include information on Neighborhood Impact Funds, how housing and the environment effect infant mortality, and other related housing programs. An update on the National Housing Trust Fund will also be provided.
