The conference kicks off with an overview of the grant lifecycle from planning to closeout. Successful grant administration requires looking at the whole cycle. This overview will help attendees to see grants as not just a source of funding but also a project management tool. Federal grants have many components that require organizing people, resources, and timelines. The goal of this session is to help attendees understand how the components of a grant fit together to build successful projects. | |

This session will provide grant administrators information on various funding sources available to them including Ohio Department of Nature Resources (ODNR), Ohio Environmental Protection Agency (OEPA), Ohio Department of Transportation (ODOT), Ohio Public Works Commission (OPWC) and cover the various grant timelines to apply and coordinate them with Ohio Department of Development, Office of Community Infrastructure (ODOD, OCI) CDBG programs. This session will also have a representative from the Ohio Grants Partnership that will review their website which lists various Ohio grants available to Ohio grantees and other services they offer. | |

This session will provide grant administrators on strategies and examples on how Ohio grantees were able to leverage funds from Ohio Environmental Protection Agency (OEPA), Ohio Department of Transportation (ODOT), Ohio Public Works Commission (OPWC), U.S. Economic Development Administration (EDA), and other Ohio Tax Incentive programs such as Community Reinvestment Area (CRA) and Tax Increment Financing (TIF). This session will provide examples on how grantees leveraged these funding sources with the Ohio Department of Development, Office of Community Infrastructure (ODOD, OCI) CDBG programs including Community Development Allocation, Critical Infrastructure, Neighborhood Revitalization, Economic Development, Residential Public Infrastructure, and Flex Grants. | |

Section 3 is a HUD provision that ensure economic opportunities – such as jobs, training, and contracts – generated by HUD-funded projects are directed toward low-income individuals and the businesses that employ them. Recipients of HUD funding are responsible for making good faith efforts to hire Section 3 workers and contract with Section 3 businesses. Compliance must be tracked and documented at every level of the project. | |||||

Many Ohio communities learned how to use CDBG funds to conduct public service activities in response to the COVID-19 pandemic. Post COVID, CDBG continues to be a flexible resource that can fund a wide variety of public services, including but not limited to education, job training, childcare, and transportation. This session will explore how to qualify public services for CDBG funding and discuss use of sub-recipients to carry out these activities. Presenters from Ohio communities will share examples of public service activities they have funded and how CDBG funds were used. | |||||

The Ohio Department of Development will review recently issued Policy Notice 25-02 (Wes, please confirm/correct#): Qualifying Community Development and Residential Public Infrastructure Projects using CDBG National Objectives. The session will focus on income surveys by providing guidance on when to conduct a survey, what type of survey to conduct, and documentation requirements. Community development practitioners will lead the second half of the session with practical advice and funny stories from the field. | The City of Columbus and State of Ohio will explain HUD Community Planning and Development’s Build America, Buy America Act (BABA) implementation requirements. Please come to this session with questions concerning how your community is required to deal with and document the new Buy American Preference (BAP) for HUD-funded infrastructure projects. | ||||
