Are you familiar with the Neighborhood Revitalization Strategy Area (NRSA) option for CDBG entitlement recipients?  Do you have an approved NRSA, but you would like to improve it?  NRSAs have been the cornerstone of several of the most dramatic CDBG success stories in the nation.  Please join us for a two-hour discussion of NRSAs.  We will explain the purpose of NRSAs, how to develop them and the four special options that are not otherwise available to CDBG entitlement communities.

Biography for William B. Rotert

Bill Rotert has been a community development consultant since 2007 working almost exclusively with Corporate F.A.C.T.S.  He specializes in programs administered by the U. S. Department of Housing and Urban Development (HUD) and their Office of Community Planning and Development (CPD).  Bill grew up in Iowa, South Dakota, and Arkansas.  He graduated from the University of Arkansas in 1969 with a degree in Urban Studies.

Upon graduation, Bill joined the HUD Ft. Worth Regional Office as an Urban Intern and Urban Planner.  His career progressed through a series of positions over nearly 38 years culminating in his selection as the Regional CPD Director for the HUD Kansas City Regional Office in 1995.  During that time, he served on the HUD CPD Field Advisory Committee which provided direct advice and guidance to the Assistant Secretary for CPD regarding all major new programs, policies, and initiatives.  He remained in the position of Regional CPD Director until his retirement in 2006.

In addition to his degree in Urban Studies, Bill obtained a master’s degree in Urban Affairs and Planning from the University of Texas at Arlington in 1979.  He has taught three separate courses as an adjunct professor at UT-Arlington in the areas of community development, housing, and urban planning.  In 1974, Bill was selected as one of only 30 federal employees nationwide to participate in the prestigious Presidential Executive Interchange Program (PEIP).  In that role, he was on loan to the John Hancock Insurance Company for one year to analyze and recommend actions related to company investments in various new towns including Columbia, Maryland, and Reston, Virginia.  PEIP also involved numerous special opportunities including a brief assignment with the European Union in Brussels, Belgium.

Bill enjoys golf, hiking and doing almost anything in the Rockies.  Bill has one daughter, Elizabeth, who is a Registered Nurse practicing in Arlington, Texas.  He loves his Arkansas Razorbacks through thick and thin.  He currently lives in Lenexa, Kansas, a suburb of Kansas City.
