Request for Qualifications and Proposals
1.CHIP Housing Grants:
Marion County, with the City of Marion as a partner, intends to apply for the PY 2022 Community Housing Impact and Preservation Program (CHIP which may include CDBG, HOME, and OHT funds) administered by Ohio Department of Development/Office of Community Development (ODOD/OCD). Marion County is interested in acquiring the services of a consultant firm to prepare the CHIP application, perform the environmental review, implement the program, and develop the program.
2. Infrastructure Grants:
Marion County, with Marion County Regional Planning Commission intends to apply for the PY 2022 Allocation Grant and on behalf of local jurisdictions may choose to apply for other CDBG funded infrastructure grants administered by Ohio Department of Development/Office of Community Development (ODOD/OCD. They are interested in receiving qualifications for engineering firms capable to write applications, provide all necessary engineering for the Critical Infrastructure, Allocation, Target of Opportunity, and Neighborhood Revitalization Grant applications, perform the environmental review, implement the program, and develop the program.
3.Land Bank Home Inspection:
Marion County Land Reutilization Corporation has a purchase/rehabilitation program. When individuals buy a land bank unit, they enter into a deed in escrow contract to make mutually agreed upon renovations before the deed is transferred from the land bank to the buyer. Marion County does not have a locally operated residential building department. The Land Bank is seeking qualifications and proposals for home inspection services specifically for foundations, roof, rough-in, electrical and final inspections for 1–4-unit residential renovation projects for the Marion County Land Bank to ensure compliance with Ohio Residential Building Code and National Electric Code.
4. Asbestos Services:
Marion County Land Reutilization Corporation has applied for Ohio Demolition and Site Revitalization funds to demolish 15 single family homes, the former Marion Municipal airport terminal, an industrial office and two park shelters. Asbestos analysis and potential remediation prior to demolition will be needed for the grant program. The Land Bank is seeking qualifications and proposals to provide asbestos surveys, abatement specifications and/or asbestos abatement, if necessary, prior to demolition, and environmental compliance monitoring during demolition in compliance with Ohio EPA.
