THE LORAIN CIVIL SERVICE COMMISSION IS ACCEPTING APPLICATIONS FOR THE FOLLOWING POSITION:

CLASSIFICATION:  HOUSING REHABILITATION ADMINISTRATOR BUILDING, HOUSING & PLANNING DEPT.

SALARY: GRADEA7-$ 56,641.65

Applications for the classified, non-bargaining, management position of Housing Rehabilitation Administrator in the Lorain Building, Housing & Planning Department are available in the office of the Lorain Civil Service Commission, 7th floor of Lorain City Hall, 200 West Erie Avenue Lorain, Ohio 44052 beginning Monday, May 13, 2019 through Tuesday, December 31, 2019 and will be received on a continuous basis or until the position is filled. POSITION SUMMARY: Comprehensive knowledge of and demonstrated ability in the administration and enforcement of building and fire prevention related regulations, codes, and standards including but not limited to building, fire, plumbing, mechanical, electrical, energy conservation, and accessibility. The specific individual must have comprehensive knowledge of building design, construction methods and materials. Familiarity with Ohio regulatory and code update processes. Demonstrated ability to operate a PC and corresponding software to manage program databases and generate reports.

SOME PRIMARY RESPONSIBILITIES INCLUDE:
Serves as technical advisor to the Building, Housing and Planning Director and Program Manager. Assists in the city's homeowner occupied housing repair programs and other housing related programs. Reviews housing and development projects and proposals.

Assists in the preparation of all federal reports per HUD guidelines i.e. Consolidated Annual Performance Evaluation Report (CAPER) and Action Plan/ConPlan. Prepares and drafts legislation documents, program regulations, guidelines and other necessary documentation to assist in project implementation. Assist Housing Inspectors with Property Maintenance/Code related concerns when necessary.

REQUIRED KNOWLEDGE, SKILLS & QUALIFICATIONS:
Must possess good communications skills both written and verbal. Good customer service; problem solving; prioritizing; attention to detail. Must possess a valid State of Ohio Driver's license; must possess high school diploma or GED; Must have minimum of 5 years construction experience; Must possess Residential and/or Commercial Building Inspector Interim or Certificate from the International Code Council.
