Job Title:                              Planner I
Department:                        Community Services & Planning

Pay Grade/Pay Rate:        Pay Grade: 9
                                             Starting rate: $21.15 hourly with annual step increases
                                             Full Time with Benefits

Under supervision from the Director: the Planner I will provide planning and zoning services; meet with township officials; advises boards and administrators on PZ issues; meets with developers and surveyors regarding subdivision design; reviews subdivision plans; researches and drafts subdivision regulations, coordinates plan approval with other agencies, prepares text and maps for model legislation; reviews amendments to existing and proposed legislation and recommends action to be taken; responsibility for making and implementing policy, formulating short- and long-range objectives, goals, and programs, and reviewing programs for conformance with policies and objectives, uses Census data to make decisions regarding various department programs; creates, updates, and ensures adherence to plans; conducts environmental reviews; assists Director in developing department policy.  Will be responsible for project management, prepares and submits grant proposals, monitors department and contractor activities. 

QUALIFICATIONS: Bachelor’s Degree in Planning, Zoning, Urban Studies, Public Administration, Surveying, Engineering, or related field; two (2) to four (4) years’ training and/or experience in planning, zoning, community development, economic development, or a related field; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities. An Ohio Driver’s License shall be maintained.  Must pass a thorough background investigation and comply with Ashtabula County’s Drug Free Workplace Policy.  

KNOWLEDGE, SKILLS AND ABILITIES NEEDED: Principles, techniques, and practices in the field of planning and zoning; modern computer skills and computer applications, including but not limited to Microsoft Office; grant writing and grant programs; project management; public relations; GIS software; Ohio Planning and Zoning laws; basic math;

Skill in:  computer operation; word processing; use of modern office equipment. Ability to:  interpret a variety of instructions in written, oral, picture, or schedule form; read, comprehend, and interpret various laws and regulations, blueprints, maps, zoning texts, prepare accurate documentation, including well-written reports and routine correspondence; communicate effectively via telephone and face-to-face with public and with all levels of County and outside agency personnel; facilitate professional relationships with stakeholders, officials, and the public; respond to routine and sensitive inquiries from public and/or officials; work independently and under stressful conditions, often involving timelines; develop and maintain effective working relationships; travel to and gain access to work site; ability to present ideas effectively; to formulate original plans and/or written reports presenting solutions to planning problems which are in accordance with accepted planning and zoning principals.
